NATIONAL SPORTS AWARD 2023

About the award

The National Sports Award was established by the Government of the Russian Federation in 2010 in order to stimulate the professional activities of athletes, coaches and specialists in the field of physical culture and sports.

The winners of the National Sports Award are determined in several stages. The first stage of selection of laureates was held in the format of all-Russian competitions in nominations in the field of physical culture and sports. Members of the competition commissions reviewed the applications and identified three finalists in each of 18 nominations. At the second stage, the Expert Council determined the laureates. The Expert Council includes famous athletes, coaches, politicians and cultural figures of Russia.

The winners will be announced at the awards ceremony, which will take place on November 30, 2023 at the State Kremlin Palace. Each of the 18 laureates will receive a prize of 1 million rubles.

Over the past 12 years, such star athletes and coaches as Alexander Bolshunov, Anna Shcherbakova, Evgenia Kanaeva, Adelina Sotnikova, Elena Isinbaeva, Sofia Velikaya, Nikita Kryukov, Alexey Mishin, Evgeniy Trefilov, Vitaly Smirnov, Ezio Gamba, Irina Viner have become laureates of the National Sports Prize -Usmanova, Nikita Simonyan, Irek Zaripov, Mikhalina Lysova and others.

Nomination “The Pride of Russia: Athlete of the Year, Athlete of the Year, Coach of the Year.” Athletes and coaches of athletes of national teams of the Russian Federation in Olympic and non-Olympic sports included in the lists of candidates for sports teams of the Russian Federation in sports can take part in the competition. When summing up the results, the sports results of participants in the sports seasons will be taken into account: September 2022 — May 2023 (for winter sports) and November 2022 — November 2023 (for summer sports) and students of participants included in the lists of candidates for sports teams of the Russian Federation by type sports in the following seasons September 2022 — May 2023 (for winter sports) and November 2022 — November 2023 (for summer sports).

Nomination «Epoch in sports (for many years of work for the benefit of the development of sports in the country)». Athletes and coaches who have made a significant contribution to the development of sports in the Russian Federation and in the international arena are invited to participate in the competition. The work experience in the sports industry of each participant of the nomination must be at least 15 years

In the “Overcoming” nomination the best athlete, the best athlete and the best coach will be chosen. Outstanding achievements in disabled sports in the current sports season and the absence of anti-doping rule violations over the past four years will be assessed.

Public figures, scientists, organizers of the physical education movement, who have devoted their work to the development of the sports movement in the country, can present their successes in the nomination “For service to sport” (for their contribution to the development of physical culture and sports).” Participants will be assessed for publication activity during the period from 2022 to 2023 and for scientific activity during the period from 2019 to 2023.

Public figures, scientists, organizers of the physical education movement, who have devoted their work to the development of the sports movement in the country, can present their successes in the nomination “For service to sport” (for their contribution to the development of physical culture and sports).” Participants will be assessed for publication activity during the period from 2022 to 2023 and for scientific activity during the period from 2019 to 2023.

To participate in the nomination “Sports Parnassus (for contribution to the promotion of physical culture, sports and a healthy lifestyle): best journalist” and “Sports Parnassus (for contribution to the promotion of physical culture, sports and a healthy lifestyle): best sports printed and media products” Federal and regional media registered on the territory of the Russian Federation, Russian journalists — workers of television, radio, Internet publications and print media who have made a significant contribution to the promotion of physical culture, sports and a healthy lifestyle are invited. The nomination “Best Sports Printed and Media Products” evaluates the presence of implemented long-term socially significant projects to promote physical culture, sports and a healthy lifestyle among various target audiences (implementation period — from 2 years).

Nomination “Sport for everyone”: the best organizer of physical education and sports work in rural areas, the best organizer of physical education and sports work at the place of residence or work.” Organizers of physical education and sports work in rural areas are invited to participate in this nomination. urban environment or place of work. The selection of nominees will be based on the following criteria: informativeness and originality of self-presentation; the presence of a system of physical education and health work in the presented fragment of the lesson/training process; variety of forms of physical education and sports work used; results of participation of those involved in sports events, feedback on the participant’s activities.

There will be a fair fight for the title of the most sporting region in the nomination “Region of Russia” (for contribution to the development of sports): the best subject of the Russian Federation.” Participants will be assessed according to the following criteria: achievement of target indicators of the state program of the Russian Federation “Development of Physical Culture and Sports” is carried out as of January 1, 2023; Evaluation of sporting events is carried out according to the following indicators: number of participants in the competition; number of volunteers; level of co-financing; promoting information about the sporting event in the media; Project implementation is assessed based on the following criteria: relevance; social significance; participation in the implementation of the SONCO project (projects); project level; innovativeness; participant coverage; promoting information about the implementation of the project in the media; attraction of extra-budgetary sources; attracting volunteers; the presence of a signed agreement “On cooperation and interaction in the field of physical culture and sports” between the Ministry of Sports of Russia and the constituent entity of the Russian Federation.

The All-Russian competition in the field of adaptive physical culture and sports in the nomination «Hope of Russia» can be attended by sports organizations for adaptive physical culture and sports. The availability of an independent institution for adaptive physical culture and adaptive sports with the largest number of sports and those involved, as well as the availability of results of participation in sports events of various levels will be evaluated.
 

Copyright holders of sports facilities commissioned in the period from 2020 to 2023 are invited to participate in the nomination «Sports Object of Russia». The objects will be evaluated according to the criteria: multifunctional use of the sports facility; application of modern technological solutions during construction; information about the loading of the facility; attraction of private investment; availability of the facility in the All-Russian Register of Sports facilities; availability of programs of preferential classes for privileged groups of the population; availability of a certificate of compliance of the sports facility with safety requirements during physical culture and sports events established in accordance with the legislation of the Russian Federation; ensuring access to the sports facility for low-mobility groups of the population.

Participants in the nomination “Complex — the path to health and success: the best organization for the implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (RLD)” will be able to demonstrate the most effective preparation of the country’s residents for passing the RLD standards. Organizations will be evaluated according to the following criteria : presence in the organization of a testing center for compliance with test standards (tests) of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (RLD); the number and composition of employees providing work on the implementation of the RLD; the availability and accessibility of sports facilities (testing sites), allowing for events to be carried out for participants of the M stages of the RLD complex to prepare for the implementation of standards and assess the fulfillment of test standards (tests) of the RLD complex; forms of work of the organization to prepare various categories of the population to comply with the standards of the RLD complex; the workload of the testing center for testing the population in 2023; the list of mass physical culture and sports events of the RLD complex held by the organization in 2032; the participation of the organization in holding district, city physical culture and sports events of the RLD complex in 2023; the forms and methods of the organization’s work to promote and popularize the RLD complex, create conditions for providing consulting and methodological assistance to the population; the proportion of the population who participated in the implementation of standards of tests (tests) of the RLD complex; participation of employees of the organization in the implementation of the standards of the RLD complex (the proportion of employees who participated in the implementation of standards and fulfilled the standards of the RLD complex, from the total number of employees of the organization); absence (presence) of legitimate complaints from the public about the work of the organization during the events of the RLD complex.

Rights holders of sports facilities commissioned in the period from 2020 to 2023 are invited to participate in the “Sports Facility of Russia” nomination. Objects will be assessed according to the following criteria: multifunctional use of the sports facility; application of modern technological solutions in construction; information about object loading; attracting private investment; presence of the facility in the All-Russian Register of Sports Facilities; availability of preferential employment programs for advantaged groups of the population; availability of a certificate of compliance of the sports facility with safety requirements during physical education and sports events established in accordance with the legislation of the Russian Federation; providing access to the sports facility for people with limited mobility.

Participants in the nomination “RLD Complex — the path to health and success: the best organization for the implementation of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (RLD)” will be able to demonstrate the most effective preparation of the country’s residents for passing the RLD standards. Organizations will be evaluated according to the following criteria : presence in the organization of a testing center for compliance with test standards (tests) of the All-Russian physical culture and sports complex “Ready for Labor and Defense” (RLD); the number and composition of employees providing work on the implementation of the RLD; the availability and accessibility of sports facilities (testing sites), allowing for events to be carried out for participants of the M stages of the RLD complex to prepare for the implementation of standards and assess the fulfillment of test standards (tests) of the RLD complex; forms of work of the organization to prepare various categories of the population to comply with the standards of the RLD complex; the workload of the testing center for testing the population in 2023; a list of mass physical culture and sports events held by the organization at the RLD complex in 2032; participation of the organization in holding regional, city physical education and sports events of the RLD complex in 2023; forms and methods of work of the organization to promote and popularize the RLD complex, create conditions for providing the population with consulting and methodological assistance; the share of the population that took part in fulfilling the testing standards (tests) of the RLD complex; participation of the organization’s employees in the implementation of the standards of the RLD complex (the share of employees who took part in the implementation of the standards and fulfilled the standards of the RLD complex, of the total number of employees of the organization); absence (presence) of legitimate complaints from the population about the work of the organization during the implementation of the RLD complex events.

The participants will be evaluated according to the following criteria: achievement of the target indicators of the state program of the Russian Federation «Development of physical culture and sports» is carried out as of January 1, 2023; evaluation of sports events is carried out according to the following indicators: the number of participants in the competition; the number of volunteers; the level of co-financing; promotion of information about the sports event in the media; evaluation of the implementation of projects it is carried out according to the following criteria: relevance; social significance; participation in the implementation of the SONKO project(s); project level; innovativeness; coverage of participants; promotion of information about the implementation of the project in the media; attraction of extra-budgetary sources; involvement of volunteers; availability of a signed agreement «On cooperation and mutual
